Unable to apply throttle in neutral, it always shifts into gear. No need to do this but it was noted on the last survey.

2011 R29 with Teleflex throttle

When I remove the rubber plug at the center of the shifter I am able to insert a small screwdriver and depress something springy. Then it allows me to apply throttle in reverse (still not forward) without shifting. Should there be something under the plug to allow this? Seems the right size bolt could work? Or is this normal.
 
Something is not working on your Teleflex Throttle controller, the rubber should not have to be removed to throttle up the engine, a illustrated parts diagram from teleflex would be helpful in troubleshooting
Parts can be ordered from Teleflex Morse or most marine supply stores.
Most throttle controls are not that hard to work on with a little patience, and depending on the model a complete new one is not that expensive!

I scoured the internet for an exploded diagram but didn’t have and luck finding the part required. Model appears to be TH7600 top mount.

Does anyone know if there is a part under the rubber plug that could fall out and go missing?
 
Teleflex and Morse was bought out by Go-2-marine, I would try there web site or customer service
 
You might want to try , with the throttle in neutral, pull the handle out and then forward, this will disengage the transmission from the throttle.
Part number is CH-5300 series duel function, MT-3 Top mount controls

On our 2011 R-27, there is a button on the side of the throttle/transmission control. By pressing this button, I can then throttle up the engine without engaging reverse. It does not allow me to move the throttle forward.

Since you can press something in there that allows the proper behavior, it sounds like there is a part missing. If a bolt will fit and work, then a bolt it is.
