through-bolt sealing on cockpit overhang

The cockpit overhang in my C-30 CB has the weaver winch attachment. When I purchased the boat in October, the selling broker had the teak/holly veneer redone, but they did not properly seal the through-bolts for the winch attachment that go up through the fiberglass and terminate just forward of the solar panel with pan washers, nylon locking nuts, and finish nuts. With all the rain we had this October, this resulted in a fairly large amount of water collecting in the cavity above the teak/holly veneer. Needless to say, a few boat bucks later, it's been redone, again. I need to reassemble it all today and want to take all the necessary precautions to ensure this doesn't happen again anytime soon. The pan washers appear to be sealed down to the fiberglass around the through holes, or at least I can't get them off. So, how do I properly seal the holes where the bolts come through before I attach the nylon locking nuts and the finish nuts? Should I also try and remove the washers and re-seal those first? :shock:
 
Yes!! Remove the fasteners and washers clean all the sealant off the gel and then reseal making sure that the sealant extrudes out from under the washers. Sealant should extrude both top and bottom. Screw head side and nut side. Clean the sealant area after the fasteners are tightened to have a clean install look.
