At the slip can hear? the pumps working, but he tabs don't move. Playing enough did get the starboard tab to slightly lower, but can't get it to go back up. Any suggestions?

On my boat, the trim tabs share the same reservoir of oil with the hydraulic motor cover lift. Regrettably there isn't enough oil for both to be deployed. Only run the tabs with the cover down and vice versa. Also, is your oil level low in the hydraulic pump reservoir? Just some thoughts.
 
I know this doesn't help.... but the new R-23 and R-27 employ electric operated trim tab actuators. There are electric motors inside the piston arms.

Yes, check the hydraulic fluid tank's level. If low then you may also have a leak in the hydraulic system, so check for this.
 
If I remember correctly, there are solenoids that can go bad that are attached to the reservoir. I did these tests once, but in my case it was a bad switch. You can't push one trim tab up while pushing the other down, since it could cause an accident. The switch is designed to not allow this, but if you force it anyway it will break (don't ask me how I know 🙂)

Thanks for the youtube link. Where is the electro/hydraulic power unit located on a 2010 R 29?

The first thing to do is to make sure your pump is full of ATF. The pump is located on the starboard gull wing hatch towards the rear. Make sure the tabs are all the way up and engine hatch is closed. There is a fluid level on the front of it that shows where it should be. Remove the screw in the top and add the fluid. If this is full and still not moving the tabs, I agree on checking and testing the solenoids.

Another thing, may need engine running or charger, they are very sensitive to low voltage. I replaced broken cylinders on hard, went down and up once would not move again, contacted Bennett and they advised starting engine. All OK then.
