USCG documentation for Ranger 21EC

USCG regulations would appear to preclude documentation of my Ranger 21EC. Appearances notwithstanding, I feel confident that there is some way it can done. Please tell me how I should go about crossing this bureaucratic abyss.

If I recall correctly, the vessel has to be at least 5 gross tons; I don't see any way with that hull size you will be able to document the boat.

Documentation is often required by lenders for large boats, to determine ownership, regardless of where the vessel is located. Some folks think you can avoid state sales tax and registration by documenting, but that varies by state.

Again, if I recall correctly, from the C-Dory site, the 22 is too small to be documented, but the 25 just meets the size requirements.
