Using the WA License Express to add my R29 CB details

Subject: Using the WA License Express to add my R29 CB details

I have my boat registered with my WA state DOL. My boat is USCG Documented and as such my WA Registration certificate does not contain a Registration number, but does state the Hull Identification Number (HIN).

I'm wanting to add my boat details to my list of vessels (autos, boats, etc) to my WA License Express account to keep track of alert messages and when to renew my annual registrations.

When I select to add my boat vessel I'm prompted for either HIN or the WA Registration number. When I select HIN and enter my HIN the system does not find my boat/vessel. I could not enter a WA Registration as I don't have one on my WA Registration Certificate.

I called the WA DOL for help and gave them access to my License Express account so they could help me. The person found my boat details and asked me to enter the WA Registration number that was given to me over the phone. I did so, and still the system refused to find my vessel/boat. The help person then said an enquiry will be sent to the appropriate DOL department that handles the WA License Express web site to see what the issue is that is stopping me from adding my boat to my list of vessels.

I suspect, this issue is somehow being influenced by having my boat USCG Documented, but really dunno for sure.

Has any other person with a WA Registration and/or USCG Documented boat run into this problem ?

FYI...

If the boat is USCG Documented the WA state's License Express web site will not allow the boat/vessel to be entered in one's list of vessels. I was told this today by a WA state official. Thus there's no means for using the WA License Express web site account to issue an alert when the annual WA state vessel excise tax is due each year.... normally has to be paid by June 30th each year. If the boat is documented then the WA state Decal number will start with a D and not WN.

I started all of this as my starboard window had to be replaced and the WA state's Decal that was stuck on the old window could not be removed, and hence I needed to get a new one. I thought I could obtain a new Decal replacement via my License Express account.... sigh.
 
No problem on my end, all my autos, motorcycles and our R31CB are set up on WA License Express. The boat is USCG Documented and I did receive a reminder last month that registration renewal is due June 30th. All boats in the state of Washington have a dew date of June 30th for registration renewal.
 
Robert: That is interesting.... Does your WA state Decal number start with a "D" or "WN" ?

I assume you entered your USCG R31CB to your License Express yourself, right ? If so when and did you use the HIN or the WA state registration Decal number to get past the initial info entry boxes to have the R31CB added to your list of vessels ?

Thanks.... maybe the WA state official who explained things to me today was not knowledgeable enough even though she tried very hard to enter my R29 CB into the system. The stumbling block was my WA state Decal number started with a "D" and not the "WN", and the HIN alone would not find my boat/vessel even though it's in the 'system'.

My Washington state registration no. is the same number as the U.S. documentation number. The TAX tag number is DXXXXXX. I did enter all information into License Express myself.
 
My boat is documented through USCG and also registered with State of WA. I was able to add the boat to License Express using the Hull ID Number.

It took me several tried and I discovered with was using the wrong button, I thought I was searching for the boat by the HIN when I was actually using state registration number. Once I figured that out, I was able to add to License Express.
 
Well, I've tried all combinations...

HIN tab with my HIN entered
Registration tab with the "D" number from my Decal
Registration tab with my USCG official number

and none of these work and an error returns saying

We were unable to verify the information provided. Confirm the information entered is correct and try again.

I'm wondering about not actually having my COD certificate issued to me yet as being the problem. I have the COD number from my USCG search but as of today the USCG has not mailed me the certificate.

Again, I ask, when did you add your boat to your License Express account as I was told today recent changes have been made to the WA state's License Express back end software ?

I added it in December of 2018.
