My Volvo Diesel engine is not putting exhaust water out when it starts up . I checked impeller and it seemed OK
I did hit a soft sand patch the other day and boat ran ok afterwards . Any help on what the next steps should be to resolve this ? THANKS

I would remove the inlet strainer cover and see if water rushes in. If not, you've plugged up the fitting on the hull where cooling water enters. If so, blow backward through it with something. Bicycle pump? Dingy inflator? If you have run the engine for more than a very short time without pumping water you may have damaged the impeller by running it dry. I would replace the impeller once you find the root cause of the problem.

I'd also check your sea strainer for debris and clean if necessary
