I beleive theses ball valves shown are for the hot water heater and bus heater. They are plumbed to the close cooling side of the block. They are normally open. If you are servicing the engine coolant you could use theses valves to isolate the the hot water heater from the engine. If you are doing a repair the the hot water heater you would also close them.
