Volvo D4 Starter Will Not Trun.

2013 Cutwater 28 with a Volvo D4 engine: Engine started normally and I moved to the local fuel dock, after fueling the starter would not turn. I had a steady green light on the Ignition indicator, when I pushed the Start/Stop nothing happen except a fleshing green indicator light below the button. This green light flashed for about five seconds the went dark. The Ignition button remained steady green. I verified that the shifter was in neutral and had a green N light indication. I then moved the shifter into forward, neutral and reverse. Still no starter. I turned off the main engine disconnect switch for about 30 sec. then back on. Still no starter and the same flashing green light below the Start/Stop button when pushed. I finely selected the Throttle Only mode; the engine started normally. I turned off the Throttle Only mode, the engine continued to run. I stopped and restarted the engine multiple times without Throttle Only engaged. All worked normally. Any comments on what may have caused this and what if anything I should do to prevent the problem reoccurring? Thanks!!
