Water behind wiring clamp screw?

This is the first of most likely many random questions about maintenance and upgrades. We purchased a 2020 R-23 in June and just pulled it out for the winter. I've been cleaning the hull (some minor barnacle growth) and one of the screw heads holding the underwater light wiring in place below the swim deck supports snapped off. I didn't think much of it, but today I went to extract the rest of the screw and a few ounces of water poured out when it was removed. Here's the location:

It does not appear to go through the hull, so I'm wondering where did the water come from? Is that bump hollow or maybe foam filled? I was thinking of just letting it dry out, fill it with epoxy and re-attach the wire. I removed the other three wiring screws to check them and they seemed fine (they also had visible sealant). Any thoughts on what happened? Thanks in advance.
