Location can vary. There should be a fuse block below the battery switches. The wires to specific fuses should be marked. If not there take a look at the fuse block behind the helm. There should be two fuses. Remove both, wait a minute and then reinstall.
An F-4 code is premature flame recognition. Are you sure you are counting the flashes correctly? You should get 5 quick flashes and then count the long flashes.
F 00 Control unit error / incorrect parameter set / warm start recognition
F 01 No start (after 2 attempts to start) / no flame formation
F 02 Flame failure (repeated more than 3 times)
F 03 Under voltage or over voltage
F 04 Premature flame recognition
F 06 Temperature sensor interrupt or short circuit
F 07 Metering pump interrupt or pump short circuit
F 08 Fan motor interrupt or short circuit or overload or blocked
F 09 Ceramic glow pin interrupt or short circuit
F 10 Overheating: Resulting in permanent heater fault lock-out
F 11 Overheating sensor interrupt or short circuit
F 12 Heater lock-out
F 13 Heater lock-out permanent
F 14 Overheating sensor incorrect position

The Webasto fuel Filter is in the black box under the cabin entrance step. Fuel line runs from there to heater unit under port forward foot well.

Very little fuel will come out. Place a wad of paper towel underneath. However, if you have an f-04 code it sounds like you may have a coke buildup. This usually happens when the heater is turned off and has not run hot enough or long enough. It is good practice on a regular basis to put the heater on high and let it run a bit and then turn it off.
Before checking and replacing the filter I would clear the code by resetting the unit and try staring it again. If it starts, let it run on high for a while. If you replace the filter, try to add fuel to it before attaching it. It could take several tries to get the fuel primed out of air to start the unit. The unit will lock out after four attempts and then you have to do a reset. This could take several times.
Also, how is you fuel level in the boat? The pickup for the heater is usually quite a bit off the bottom. My experience has been that around 40 gallons remaining I would lose prime and get an error.
