One half of the two-part plastic buckle on the hold-down strap for one of the batteries on my 2013 R-27 has disintegrated into a pile of black, greasy powder. The others are in fine shape. Any theories out there as to the cause? Thanks.

That is strange.
First guess would be you had the buckle undone while servicing the batteries, and managed to spill some acid on only the one half. All the other plastics used for the battery parts are obviously acid resistant. Not sure about the buckles.
Second guess would be a defective buckle from the factory. The male and female parts would be molded separately, and the one batch might have been missing a key ingredient that stabilizes the plastic.
We may never know.
