The windshield wiper on my R27 OB struggles to get started. If the wiper blade is flush against the windshield at the top of it's arc (Starting position) the motor runs when the switch is activated but the blade remains stuck in position. If I pull the wiper away from the window so there's less drag, then the wiper arm goes through the full range of motion as it should but of course since it's not in contact with the window it's not much use. Has anyone run into this problem? Is the arm easily removed for cleaning?

Not sure if you have the typical arm. If so, there is a set screw that holds it on. Remove the plastic cap and throw it away. That causes accumulation of salt and crud, Depending on how long it has been on you may be able to wiggle it off using a channel lock plier or light pressure with a vice grip. If that does not work you will need a small battery cable puller and modify the end to have the center insert into the hole on the end of the knuckle. When you reinsert I would use some anti-seize for easier removal at a later date.

There's not much space to fit a gear puller device although that was a good idea. I had problems getting the set screw loose, it was pretty corroded and in fact I was unable to turn it so finally used a couple of large screwdrivers to lever off the wiper arm from the motor shaft.

After getting the motor out, I determined that the motor had failed. I found the exact replacement at Lummi Fishing Supply in Bellingham (Marinco AFI 36110 AFI-1000 Heavy Duty Waterproof Marine Wiper Motor (12-Volt, 1.5-Inch Shaft, 110-Degree Sweep), also available on Amazon.
