Is it possible the gauge gives false readings.
Tank fuel but gauge says 20 gal.
Even Garmin reading off.
What you think
A lot of frothing of fuel when filling up.
I see fuel in pipe it's full.

What Engine? My 2011 RT 27 with Yanmar engine tank gauge is effected by position of the boat, as fuel sloshes in the tank, but at each fill I reset the Garmin to all tanks full and it reads the fuel consumption as reported by the engine so it is very accurate ( except for what small amount the Gen set uses), and if it shows 35 gallons on board when I fill at the Yacht Club it will shut off full at 65 +/- gallons for the full 100 gallon tank.

Actually, the key only needs to be in the ON position. The engine does not have to be started.

I trailer my boat to cruising destinations, sometimes close to 1,000 miles. I tow most of the way to the destination before filling the boat’s fuel tank. No sense in carrying hundreds of pounds of fuel hundreds of miles. When I’m done filling the boat’s fuel tank, I input the amount of fuel into the Garmin. To get the ENGINE page data to populate, I only have to put the ignition key ON to enter the amount of fuel added to the tank. Obviously, I can’t start the engine on the trailer.

True, but to get "All Tanks Full", engine must be running on mine.
 
Garmin 5000 Series, 2011 Model RT 27w/ Yanmar Engine.
My 2012 R27 has the original Garmin 5212 chartplotter. I went to the boat tonight and checked and found with the key in the ON position, the “Fill All Tanks” utility is present and functional. The engine does not have to be running. I have updated the 5212’s firmware to the latest available, 7.80, so that may be a factor on why the “Fill All Tanks” utility works on my 5000 series chartplotter with the key in the ON position.
