My 2018 C-28 has what the manual calls courtesy lights both inside and outside of the cockpit and swim step but no light switch anywhere to be found. Electrical diagram shows that it should be located by the swim step door but it is not there. Does anyone have ideas?

My 2015 C28 has the rocker switch for the courtesy lights right next to the engine hatch lift switch.

The lights in the picture are towing lights. There's a power cord in the anchor locker on my boat.
 
The owners manual for the Cutwater 28 was produced in circa 2014. In about 2016 the C-28 was substantially changed to allow placement for a bigger generator. This resulted in a big number of both small and big changes that are not reflected in the C-28 owners manual.
The black water tank was repositioned and the macerator dump port moved. Wiring to a bunch of systems was rerouted. Battery locations were changed. Switches were moved. In my boat a third seacock dedicated to the head was added.
The C-28 manual is a good place to start understanding how things are laid out in general. Like the towing light feature.
But realize that, if you have a post 2016 C-28, the manual will be incorrect a lot of the time. All that said I downloaded the C-28 owners manual to my phone and I’m still referring to it many, many times each year.

There are also lights pictured for the back deck that don’t have a switch

Page 9, C-28 owners manual. This page is correct for all model years of the C-28. As shown, 6 of the 8 lights on the stern are trailering lights. Only the lowest two lights are courtesy lights.
Trailering lights are only activated by connecting the flat four plug found in the anchor licker to the corresponding plug located on the winch mast of your trailer.

My 2015 C28 has the rocker switch for the courtesy lights right next to the engine hatch lift switch.
I have 2 rocker switches in that location, one for the trim tab lights and the other for the blue lights on either side of the boat under the roof gutters. The 5 led courtesy lights 2 on the swim step and 3 near the floor of the back deck don’t turn on with any switch. That is why I’m confused.
 
On my 2019 C28, that rocker switch turns on both the blue lights under the roof gutter and the 5 courtesy lights. These courtesy lights however, often fail in less than 5 years. I have had to replace 3 of mine already
