How to move fuel tank to install an outboard motor bracket

Our Ranger tug 21 ec has the fuel tank at the back of the boat. So there is no room to attach the motor brackets.

How can I move the fuel tank to install the motor bracket?

I also see that some owners here attach the bracket to a swim step. Good idea. I would have the same problem I assume.

Can I use a generic swim step for this if I decide that route?

How did you move the fuel tank. Our marina tried but can not do even after emptied the fuel tank
 
I did not remove the fuel tank, the kicker bracket is attached to the bracket holding the swim platform and the tie down ring at the bottom. It’s basically a three point attachment and the only holes drilled were to the swim platform.

I see. We do not have a swim step. I assume to add a swimstep we would also have the same issue of not being able to attach the platform bolts.
 
Out of curiosity how is the swimstep attached. Number and location of bolts
 
10 bolts in total on mine. 4 on top and 6 on the bottom. Top 4 are accessible just on the inside of the tank, not easy but doable. The bottom ones are accessible through the inspection ports in the floor.
