How to move fuel tank to install an outboard motor bracket

Our Ranger tug 21 ec has the fuel tank at the back of the boat. So there is no room to attach the motor brackets.

How can I move the fuel tank to install the motor bracket?

I also see that some owners here attach the bracket to a swim step. Good idea. I would have the same problem I assume.

Can I use a generic swim step for this if I decide that route?
 
If you look at my album there is a few pictures of the bracket I installed on my boat, just an idea to look at. Good luck with the project. Bob
