What are these bolts for?

There are 2 bolt heads above and 2 below the stern tube on my 2019 C28. The top two seem to be rusting and the fiberglass coating covering them is cracked. What are these bolts for ( I can't determine what they are attaching unless it is some sort of bracket holding the stern tube)?
Should the top bolts be resealed?

Hi there!

Sorry that this didn't get answered previously, but those are the bolts that hold on your keel extension. The keel extension is a large, bolt-on part that adds the proper amount of keel to the hull. For ease of manufacturing, it is produced as a separate part and attached with bolts. Hope this makes sense.
