2007 R-21 EC Cabin heater plumbing query

I've got another newbie question. If we're not using the cabin heater should the ball valve under the access cap, just aft of the door, be shut off? We noticed water coming from a hull drain, roughly mid-ship, when we hooked up our fresh water cooling system to a garden hose to run the engine.

The valve is the raw water to the engine, there is not a shut off valve for coolant going to the cabin heater. Prior to hooking up a garden hose to run the engine out of water look up hydro-locking on this site and it will save you time, money and a new engine! Bob
