2019 R23 Windlass

I read thru the older forum issues with windlass. I'll be looking for a loose connection. Can someone very/comment on the following:
1) I assume the windlass is powered from the house bank, correct?
2) I'm aware of the breaker in the head...all good there.
3) I can hear the relay clicking when I switch up or down
4) I first thought the windlass wasn't moving at all...but helping feed the rode manually I do see it turns. Very week like a dead battery. However, house battery's are new and the boat was charging on shore power
5) again, I did just replace house battery's
6) A loose connection is plausible. Where is and how do you get to the relay? I assuming in the head bulkhead
What needs to be removed...the whole panel?

Dan, I did some troubleshooting on a R23 windlass at the SWF rendezvous. The breaker and contactor ( relay) are in the head fuse panel location. Using a Volt meter check voltage at the breaker, 12.6V + should be seen. Check voltage at the battery + side of the contactor 12.6V +, activate the windlass up check voltage on the up terminal on the contactor 12.6V + , Activate the windlass down check voltage on the down terminal 12.6 V. When testing use the ground terminal on the contactor as your ground placing your volt meter back lead there. If all checks show good voltage then go up to the bow. open the anchor locker hatch and locate the Back and red leads going into the windlass. using your volt meter place the red and black meter leads and check voltage at the black red leads attached at the windlass activate the deck switches check voltage 12.6V + if all checks are good. Windlass motor would need to be inspected. If voltages at the breaker and contacted battery plus leads are showing 12.6V + but a noticeable voltage drop is seen at the contactor up or down terminal when activated and windlass is not moving bad windlass motor or the windlass gear assembly is damaged.

The R23 that was troubleshoot at the rendezvous proved to have a bad windlass motor. It was a Lewmar windlass.
