I find the 21 to be very stable at the dock, relative to its size. Where the boat can be uncomfortable, at times, is in choppy water with waves on the beam; the boat tends to roll side to side a bit.

My 21 does not seem tippy at the dock, and I would echo Greg's comments.
At the intersection of different arms of water, the boat can seem tippy. The combination of differing currents, tides and winds at such intersections can cause a chop that makes you wish you had more power than just a 30 hp.
