25 SC. Rope in Thruster Inlet!

Rear thruster power present but no function. Just discovered a 3-foot piece of rope hanging out of the Thruster Inlet. Any suggestions on how to remove the rope and will the boat have to come out of the water?
 
As others have said in your other post, you will need to go swimming. A mask and snorkel will help. Scuba would be better. You may want to check with the marina for diver services if you can't get the rope out yourself. They are cheaper than a haul out unless you have a trailer.
It's possible the shear pin is not broken and that the rope is spinning with the thruster prop.
 
It is also possible the leg is. Bent. After the thruster ic clean, the prop should spin easily and cause the motor to spin. The fuse may have blown also.
