A/C not coming on

My Webasto A/C does not come on after a year's dry storage. Boat was winterized last November.
There is power to control panel but A/C is unresponsive, and panel only shows temperature; no change in the panel screen when I push the various buttons.
Is there a fuse or switch for the water pump that goes to the A/C?
Is there a fuse or circuit breaker for the A/C itself?
The water intake filter is clear, but is that where I could prime (add water) to the line?
Last November it worked fine during the sea trial and survey.
Trouble shooting ideas?
[2019 R23 with less than 80 hours on engine (Yamaha 200)]

I'm not sure about what unit is in the R23 but for our Webasto Air Conditioning Unit with Reverse-Cycle Heat the starting procedure is

1) Open Seacocks in engine compartment
2) Turn on AC Relay breaker this enables the salt water pump to be turned on
3) Turn on AC breaker for any of the units, (Master, Guest, Galley)
4) Turn the unit on from the control panel, one push to activate panel, second push to select mode and turn on pump
5) Verify seawater is swirling in strainers
6) Verify water exiting side of boat.
 
There are several components to the A/C. The pomp and strainer are in the bilge. The A/C compressor and blower unit is under the port side forward seat (hinged access under seat). The hardest component to get to is the electronics control box which is accessed from the cave, sandwiched between the hull and the dinette.

All components are 120V AC. I’ve found that it’s easier to prime the pump from the outlet through-hull. Pushing a hose up against the outlet will reverse-prime the system. If you aren’t getting water flow through that outlet, that’s where I would start troubleshooting.

Now, Maggie Ann, when you say AC Relay Breaker, are you referring to the Electronic Control Panel where the circuit breakers are? In my R23, that's in the area referred to as the cave, or the mid-berth.

If so, then I did that (flipped the breaker to ON labeled Air Conditioner). Also, I flipped ON the House Master, as well as most of the others circuit breakers/switches. AC power is on and Shore Power is connnected.

Other ideas? I am stumped.

I don't think the raw water pump is activated, but I cannot locate a fuse, swithch, or circuit panel breaker for the pump. I know the pump has to be up and running, so maybe my pump has died.

My A/C is the 10,000 BTU model.

As I understand and have experienced, once the AC master breaker is on, and the AC breaker are on, you are seeing the panel display light up. That's a sign the power is getting to the unit. Once the panel is displaying the temp, if you push the far left button (on, temp setting vs actual) twice, the function lights (ac, heat, dehumidify, fan speed) should light up and allow your selection. I have found if I'm a bit too aggressive I can cycle the system through the on mode, into off again, without intending to do so. If it is working correctly the fan comes on first, then after a timer cycles, if the thermostat is calling for the compressor to operate, then the water pump and compressor start. The water pump never starts immediately, only the fan. If " nothing" happens, but the panel is displaying temp, then the issue is likely within the webasto system control box ( tough to access, as noted elsewhere). Webssti tech support folks can be pretty helpful, might be able to provide a troubleshooting guide.
 
Ah. I Will try that today. Very helpful information. Presumably that info is in the owner manual which didn’t come with the boat (I am 2nd owner) and at the Webasto website I didn’t find a link to manuals to download. I’ll let you know if this proper sequence works. Thank you.
