Air conditioning relay switch on ac panel

My ac panel has 3 breakers associated with system. One for the forward, one for the aft... I get what these do. What does the relay breaker do and when do I use it?
 
Yes. That breaker must be engaged when using ac. At least that is what I was told. Feeling brave?
 
The relay breaker turns on the raw water pump suppling cooling water to both air conditioners. It must be turned on for either or both air conditioners to work.

R31 - Sure it will show up if keep digging, but this is close. When I turn the A/C on the blue light comes on for a moment, then off, for both front and back. Will stay on and blow air with the red (heat) light and the fan light on.

Edit - do have the relay switch on, and it is lit up.
 
Jim is correct- it is for the raw water pump that supplies both units. When either AC is turned on it signals the relay to turn on the pump. You’ll notice water comes from both AC overboard thru hulls when either or both units are running. If you don’t turn it on, the AC will run briefly and then shut off due to no cooling water flow.

Any insight to figure why the pump isn't kicking in? Also, what brand is this and is there a manual available online? Any insight appreciated.
