Anchor locker hatch and lip

On my R25 I notice the lip surrounding the anchor locker has a groove that opens to stern. It's large enough to pass a line thru it. Just what is the groove designed for ?

I've used this groove to stow a spare line in the locker. This line is attached to the bow cleat that is located just aft of the anchor locker. The line's diameter is such that it blocks most of the groove and because I don't really know what the groove is designed for I've raised this question.

Is it maybe to allow water to escape easily if ever the anchor locker fills with water ?
Is it a ventilation hole ?

I do no know for sure what Ranger may have intended for the groove but on My R25 the cable to connect the "on boat tail lights" to the trailer wiring is routed through it. Once the boat is in the water we just wind the wires up and drop them in on top of the anchor rope. I can see where that may cause a problem when I run the anchor out. After it is reeled back in It might be hard to find the wiring. I guess I need to review that a little more.

Maybe used for the plugin line for lights when towing. The hatch lid can then be set all the way down.

John, about what do with the trailer light cord in the anchor well, on the Laurie Ann, I have fastened plastic clips that are the diameter of the trailer light harness around the top of the anchor well. After disconnecting the harness from the trailer lights, I push this harness into the clips. This keeps the harness out of harms way that could happen with all the rope and chain that is moving in and out of the anchor well. The Laurie Ann spends a lot of time on its trailer and we do a lot of anchoring. This system gives me the piece of mind that the harness will not be damaged.
