Anything special needed to be done to paint the rudder and stern thruster cowling?

While I'm here, I may as well as if it's okay to paint the rudder and thruster cowling? (See photos.) I assume I just need to sand them a bit, degrease, and paint? Or am I missing a crucial step? I don't want to screw it up. It looks pretty simple.

The thruster cowling just needs a good sanding and cleaning. You can paint the rudder, but make sure the paint is compatible with bronze. Otherwise, it could cause issues and lead to faster corrosion.
 
Okay, more related questions.

Is the rudder bronze?

I have the paint in the photo which I was told I can use to touch up the bottom paint. I believe it's anti-fouling. Can I use that on the thruster cowling? How about the trim tabs?

Can you recommend anything to remove the residue of mostly barnicles on the various parts under there? I just spent an hour scraping everything off but I can still feel it. (see photo) Should I sand it or is there some kind of solvent that'll soften that stuff up?

I'm trying so hard to do most of this maintenance myself to save money. I appreciate all of your help and advice.
