Auto bilge pump not coming on

I have located one of the bilge pumps. The one under engine prop shaft coupler. I believe there is second one somewhere. Question: are one or both pumps suppose to come on automatically even if all of the power is off. I put enough water in the bilge to cover the pump under the prop shaft plus an inch or two. Nothing comes on automatically. It does come on with the manual switch on the 12 volt power panel. I would appreciate any input.
 
There are two electrical circuits that power the bilge pump to which you are referring.

One is powered through the manual switch. When the house battery switch is OFF, that electrical path to the bilge pump is cut off.

The second path is a circuit that is connected directly to a battery that is powered as long as that battery has a charge. That circuit is protected by a fuse. It’s is almost certain that fuse is blown.

I have zero experience with a R25 Classic so I can’t advise you where that fuse is located. Hopefully someone will chime in to help. On my 2012 R27, that fuse is located near the battery switches.
 
Just happened to me on a r27. The 5 amp fuse is located near the battery switches.
