I'm joining the community this coming summer with a new RT 31CB, to be used on the Puget Sound. My limited experience in cruising says I need a back up anchor to hold steady in rough or strong current areas. I'd appreciate some advice on what this anchor should entail in terms of chain and rode, length specifically. Appreciate any advice.

On our R31 CB we now use the factory anchor and chain as a backup. We bought a Mantus anchor with 100 feet of chain with the 200 feet of anchor line and have been extremely happy with this setup.

I did similar - kept the factory anchor setup as the backup anchor and upgrade the primary anchor to a Rocna. I didn't upgrade the chain though, I went with standard short-chain/long-line setup as I have smaller R23 and didn't want to carry the extra weight.

There's also interesting discussion about the actual usefulness of having a lot of chain in your rode (though I can't find the links right now).
