Can anyone tell me why Ranger Tugs drain cockpit water into the bilge rather than overboard? I have never encountered this before.
 
There should be hoses routed from the drains to the scuppers on the transom. Only overflow with of the drains goes to the bilges...at least on the R25 and larger boats. On the R21, the cockpit floor so below water level and the bilges is the only option.
 
Those cockpit drains do need improvement. I would like to see wider deeper troughs with larger and possible more drains. Removal of the grating definitely helps.

One item on my list of planned upgrades is to increase the size of the hose and transom through-hull fittings. The deck fittings are space limited but increasing the collective drain capacity should help a bit. If it helps enough I might even put flappers back on. The jet of water that shoots up one's leg while fishing whenever a wave hits the stern is rather annoying 😉

The cockpit on my R27 drains overboard (as designed) except when it doesn't (poor design).
