Can someone explain: capacity (persons) 3+1?
 
Perhaps 3+1 as long as you maintain wait restrictions?
 
I would guess 3 adults plus 1 child as long as you are within the maximum weight rating. The shape of the seats may mean 4 adults wouldn't fit safely, but 3 adults and 1 child could.
That's just a guess, as I've never seen that.
What make and model dinghy?
 
I've seen it in the specs for several models (hunting for smallest useful/quality dinghy). Example Quicksilver Airdeck 250.
 
I have been told (by manufacturers reps) that if it says 3+1, NMMA capacity is 3 but ISO capacity is 4.

They are different standards, and different jurisdictions use one standard over the other.

I have not verified this, but have been told so by two different manufacturers' reps (Avon in one case; can't remember the other, this was all at a boat show), so I have since then assumed it was so.

EDITED TO ADD:
I did some digging. This brochure from Achilles supports this contention; you will see on p. 17 they have a number of dinghies that have 3 person capacity under NMMA and 4 person under ISO6185.
