Fresh water draining into bilge

I have a 2016 Ranger Tugs R27 with a Volvo inboard. When I put fresh water in the tank it immediately starts running out into the bilge through an opening that appears to be located where a diagram shows a Check Valve Brass, One Way. Is this the check valve and, if so, is something missing on it to allow the water to freely run out? I will try to attach a photo of the hole it is coming out.

See if you can reach the hoses at the freshwater tank—it may be leaking there. It could also be coming from the hose that runs to the freshwater pump.
