Fuel filter swap out

I have an issue after swapping out the fuel filters with priming the system. I started venting the fuel lines/filters using fuel hand pump and vent nut. About half way through the process, the hand pump started acting funny and not returning to the outward position after being depressed and then released. I even left the vent open to see if it was somehow bound up with pressure or vacuum. Well, I can not finish venting the system. I checked the secondary fuel filter and it is only have full. The fuel valve is open. I'm not sure if I'm missing something or has my manual prime pump failed? Any insight would be appreciated.
 
If it is not retuning to the up position there would be a restriction from the primer to the tank. Down is pressure to the engine up is suction from the tank. When the primer gets hard to push down there is restriction up stream, or system primed and full. When the primer comes back up it is pulling fuel from the tank. If it doesn't return this would indicate a closed fuel shut off valve, restricted fuel pick up tube, kinked line, plugged tank vent, obstruction in the fuel line.
 
Haven't had this problem on the boat but I have a tractor that sometimes the hand pump will not work due to the fuel feed pump in just the right position that the cam shaft is holding, causing the same problem that you have. I usually just bump the starter and all is good! Might be worth a try. Bob
 
Check to see if the fuel pick-up tube has a fine mesh screen on the end of it. Those are for gas applications and will plug over time if used for diesel.
 
definitely worth double checking that the valve on the tank is not closed from when you had it turned off to change the filters. its super easy to forget! (not speaking from personal experience at all 😳 )
 
Problem solved. Thanks to all who piped in with suggestions. And the video was good, except you need to check the seal in the top part of the filter (needs a mirror to check it). Now for the issue, I had bought the same NAPA 3166 filter that was on there already (the number is on the side, so a bird in hand) for the primary filter replacement. Well, after double checking the secondary filter, I dropped primary looking for issues. Inspecting the canister, I noticed a black ring around the top in the gap meant for fuel flow. Evidently the filter come with THREE seals, and not two, plus 2 o rings. Not sure what the 3rd seal is for as it doesn't fit anywhere other than that gap. So, it's fixed. Now, on to other projects.
