The garboard drain in the engine 'pod' on my R23 is seized up and needs to be replaced. I was able to remove the whole thing but noticed that of the three fasteners, two were screws and one was a through-bolt. I assume the through bolt was to connect to the bonding wire, but no such wire was connected on the inside. There does appear to be a wire with a ring terminal just loose in there (comes out of the big 'tube' where all other engine wires come from) - is that the bonding wire? When I replace the drain, should I connect the drain to this bonding wire?

Sounds like you are right. This is what mine looks like:

Thanks Dave - exactly the confirmation photo I needed.

Thanks for the input everyone. I was able to replace the garboard drain *and* reconnect the green bonding wire to a through bolt, so now 1) I can cross that item off of my list of repairs, and 2) our boat can float again like she was intended.

Yea!!

I bought a Corrosion Reference Electrode. Tested it out this evening on my own boat. You're welcome to borrow it to test out your boat.

Thanks Martin - will definitely want to take you up on that offer one of these days. Also very interested to hear what kind of data you were able to capture (and what conclusions you can draw from it).

I just got my replacement VHF antenna today (fancy no-crip connector wont arrive til tomorrow though) so hopefully I can get that swapped out in the next couple of days as well.
