Can anyone tell me why part of the Garmin system is always active. The little coloured lights on what I think is the Neama box are always winking. Why doesn't it shut down completely ?

There are a couple of boxes depending on your equipment. It all depends on how things are wired and that can be different from boat to boat. My NEMA is wired direct with an in line fuse so it is on when I turn on my main power switches. Some people have a switch on the 12v panel. The AIS also has a blinking light so if that is on it will blink. Have you turned off all of your breakers related to navigation? perhaps yur NEMA is doubled up on one of the breakers related to the chartplotter etc.

The only way the system is completely turned off if by turning off the house battery switch. It seems to me it would be preferable to able to turn the Garmin system off separately. Perhaps I could run a switch from the fuse ?

A switch from the fuse or if you have a spare breaker on the 12v panel. Mine is the same, direct with a fuse. Does it really matter to you if it is on all the time?
 
I have found resetting all prevents lockup problems. Now I shut off house power for a few seconds before starting out. Then turn on engine and thrusters.

Can you please explain lockup problems ?
 
lockup = screen freeze, no touch functions, cannot turn off, need to remove power then all OK.
 
Neither NMEA 0183 or NMEA 2000 have a "box". The NMEA 2000 network is powered by yellow wire that is hooked into the backbone. This power wire supplies power to things on the network that are not directly powered from the battery. Often these are things such as sensors, GMI 10, the Fusion remotes, etc. The Garmin marine network however does have a hub that may have lights on it depending on the model. I do not believe the Garmin network is POE. These lights are similar to the lights on a home network hub and may be on to show traffic or just that an item is connected and online. Depending on how your boat was wired both the hub and/or the NMEA may be powered when the electronics (radio, plotter, radar) are turned at the breaker or when another breaker is turned on because your stereo or other networked things may use the Garmin hub.

The "box" should go off with one of your breakers. Watch the box and have someone switch off the breakers. AYBC standards are such that most everything on your boat should be controlled by a breaker or have a fuse and be wired from the battery (things such as a bilge pump). If the "box" is fused at the unit use a test light on it and see it it remains energized when all the breakers are off. If it remains on you should have a marine electrician look at it as it should go off with a breaker.

With a picture I'm sure someone could tell you exactly what is still on.

If it's like my 29 and the Garmin box is located on the inside of the hull , starboard side engine compartment, I believe it's associated with the autopilot. At any rate, a small green on it light blinks any time my house battery switch is in the on position. At any rate, I asked a Garmin rep about it at the boat show and he told me it's just an indicator that power is available to the unit and having it perpetually on is normal and does no harm.
