Question 1- cabin engine heater blows cold air only, why? Engine D4-300 is constant 185F. 15 amp fuse is good. I am going to see if it is due to slightly low volume coolant causing air in heater. I forgot to check to see if valve got accidentally shut off. Is there a maintenance manual for heater? If you got hot water and fan, it should work, correct?

Question 2 - there is a one amp fuse for Webasto heater remote, is this a remote control? Does anybody have a remote control for their heater? Did remote control possibly not be given to me from original owner? The heater thermostat in the cave is like putting your house thermostat in the hallway to your house garage or in your laundry room, not the best location.

Question 3 - I replaced the original Webasto rheostat with a $90 generic digital. It is much better but still terrible. There was a Webasto distributor in Seattle (name?) that I bought the generic digital from several years ago. They said that was my best option. It is + or - 4 deg and the buttons are very tricky to switch from “run” to “set”. What is my best option for another controller.

You don't mention which heater you have. An Airtop 2000 STC or the EVO 40 are the current models being installed and have been around for the past 5 or 6 six years. I've got the Airtop 2000 STC. There are 3 fuses. 2amp (thermostat), 7 amp (fuel pump) and 15 amp (heater unit).

Personally, I don't think there is any place in the boat that would be the "ideal" place for the thermostat. I admit, the place in the cave is ideal for placement but not for functionality. But if not there, then where? Anywhere else in the cabin still makes the v-berth into a sauna. Upgrading our thermostat to the v3.0 control with Bluetooth solved this problem for us. If I'm I'm in the v-berth and it's cold, I turn it on. Once it gets too hot, I turn it off, all using my phone. I never touch the actual thermostat anymore. I burn a lot more fuel, however, since it's so easy to turn on and off now. I will schedule it to turn on 30 minutes before we wake up in the morning as well. Setting a schedule using my phone is way easier than using the actual thermostat to do so.

Some of the original EVO 40's were installed with a rheostat thermostat that could be upgraded (with a wiring harness) to support the new SmarTemp 3.0 thermostats with bluetooth. The older units (that pre-date the EVO 40 and 2000 STC) have very limited options and aren't upgradable without replacing the entire heating unit.

On a c28 where is the turn turnoff switch.
 
On off switch for the water heater?
 
My engine heater works fine now. I had the valve on the heater hose turned off.
For t he C28 water heater question of where the switch is, well on my 2017 R29, there is a “water heater” switch on main breaker panel
 
You were right. The on off switch is on the control panel.
