How to PM a member

Can anyone enlighten me on why my PMs languish in the outbox and apparently are never delivered? I have twice in the last 24 hours attempted to respond to a for sale post for an R-27 and am on the verge of giving up. I finally in desparation replied with a public post but get no response from the seller. What am I doing wrong with the PMs? Thanks
 
PMs stay in the outbox until read, so seller is likely just not reading them
 
+1 and reminder to everyone that PM notifications are (presumably still) not working. Occasionally look at the "(X new messages)" note above, by the Forum menu and User control panel.
