installing a solar panel and controller setup

I have been looking at the Ronegy 160 watt rigid solar panel for installation and using the 40a MPPT solar charge controller. Questions:
1. If i wire the charge controller to the house batteries, when fully charged will acr's open to charge start battery?
2. If acr's don't open, can I use the parallel switch to then charge the start battery?
3. If 1 & 2 don't work, has anyone used the dual DC-DC charger from Ronegy to charge house and start batteries? It uses technology to regulate charging when an alternator is also providing charge.

when volts are high enough the ACR will open and all batteries will be charged.

my victron charger charges the house batteries first and then all batteries when the acr's combine.

If you could fit 12 more inches of length you could get 25% more wattage with a 200 watt panel like this one for the same/lower price:
