Inverter and Thruster Not Working on Ranger R-23

I have a 2020 Ranger Tug R-23 and just did a battery turnover after one battery went bad with ozone release. Afterwards the inverter toggle switch won’t work and the thruster won’t turn on. The I checked the circuit breakers in the starboard and port lazarette and they were fine. The shore power light on the inverter does go on with shore power connected, and I assume that the inverter is getting power. What am I missing?
