This is a FYI...
A few months back I discovered my swim step ladder on my 2010 R25 was loose and trailing in the water behind the boat. I suspect it was also causing drag and causing my fuel consumption to be more than it should.
When I inspected the ladder tethering mechanism I noted it had been held in its folded position with a Velcro strap. This strap had become rotted and worn through to the point it no longer held the folded ladder in place. What was left of the strap was insufficient to hold the ladder in place so I discarded it. I replaced it with a small line to secure it and will develop a better solution later.
So, it seems it took some 3 years for the Velcro strap to deteriorate and lose its effectiveness for holding the folded ladder in place.
If your R25 is like mine you may want to check the Velcro strap to see if its failing in a like manner.
