Hello Blue,
This sounds like a GROUND problem. Ensure the trailer is fastened to the hitch on the tow vehicle to make sure you've got an adequate ground. There is SUPPOSED to be a ground wire in the harness but sometimes it fails (or was NEVER connected to the chassis of the tow vehicle).
The "tail" LEDs on the 21EC are BRAKE and TURN signals. The side lights are CLEARANCE lights (they are ON with the tow vehicle's parking or driving lights).
I know I sound like a broken record but you NEED a VOM so YOU can test your harness going to the boat. Although I know I shouldn't do this, I'm presuming your trailer lights are functioning normally...? If YES, then, using your VOM probe each pin in the harness plug going to the boat and determine IF you have any electricity even going to the boat's trailer lights.
This is the type of VOM I'm talking about:
You want a clamp on meter that will read AMPS DC and preferably read the "inrush" amps so you can see how many amps your starter motor, refrigerator, or air conditioner is pulling for instance. Anyway, with a tool like this YOU can figure out what's wrong rather than replacing things that aren't broken, etc..
