Light beacon on top of mast of R25

Does the light beacon on the very top of the mast supposed to be on when the nav lights are on? Checked my bulb it appears to be not burnt out. Thank You.
 
That is an anchor light, I think. Should be a 360deg white light to be displayed when at anchor. You should have a stern light (white) that's visible from the stern. Not sure where it's mounted on an R25, maybe low on the stern or over the cabin door? The anchor light should have a separate switch. Ours (on a c-dory) is a three way, NAV, OFF and ANCHOR. When set on NAV, the P/S lights light along with the stern light. When set on ANCHOR, only the 360 degree white light lights.

The NAV lights (Red/Green) should be displayed when you are underway at night, not anchored.

On the R-25 There are 2 side lights plus a 360 anchor light. the anchor is also on with the side lights and serves as the steaming and stern light.
 
The 360 degree white light on the top of the mast serves two purposes. It is an anchor light, or a combination masthead/stern light.

When the nav light switch is pressed in one direction - just the masthead light should come on. That's when it is functioning as an anchor light. When pressed in the other direction, both side lights and the mast head should turn on. That's when you are underway in times of limited visibility.

If it is not lighting in both cases, and the bulb is OK, then it could be a fuse -

The Masthead light has 2 filiments. It functions as an anchor light and masthead light. one filiment appears stronger than other. One of my filments would not burn for first couple of weeks of the first season until I got a wiring diagram & found the problem. The 3 position rocker switch controls the nav lights (red, green, & white masthead) and also the anchor light. On my R25 the elcctrical connector at the top of the 3 position switch was disconnected such that that filiment would not burn. Access if from the door behind the helm from sleeping cabin. It was not easy getting my large clumsy hands back there to reconnect the back of the switch but it was a simple solution.
