Locker water accumulation

R21-EC - new to me this year. I have found 2 spots where water accumulates and doesn't drain out.
The anchor locker drain is about 1.5" above the bottom of the locker, so any water brought in with the line sits in a pool. Is this designed this way for a reason I am not seeing?
Also the rear compartment to access the rudder mount has the same issue. Water that gets in doesn't have a way to drain to the bilge. I gave the boat a good bath and had to pump out this compartment to get it dry again.

I find that the water near the rudder post will eventually find it's way to the pump if you ride a few swells. For the anchor locker, that's a good question. For me it's a sponge on a stick. It would be good to hear from others.
 
The chain locker has a drain that drains to the exterior of the bow. You should have a small chrome shield fitting out there. The locker drain is connected to the fitting by a hose that is up behind the front panel in the v-berth area. I had to undo that hose and rod it out. Not good to have chain and rope constantly wet.
My boat wasn't draining when I got it. Previous owner had done a lot of anchoring and the chain was pretty badly corroded. It was full of mud and corroded chain. That's what blocked the drain hose and fitting. I was able to get the chain stripped and hot dip galvanized for a lot less than a new chain. I also "upholstered" the bottom of the chain locker with dri-dek just to help drainage and dryout of the anchor rhode and chain. And anytime I return from a muddy anchorage I like to rinse out the locker.

The other compartments all have limber holes to provide drainage into the bilge. They aren't very big, maybe 1/2" at best. They do have a potential to get clogged up. I keep onboard one of those little plastic drain cleaner things with little barbs on them for cleaning hair and crap out of sink drains. It works really well on the limber holes to get at leaves and other stuff.

I just noticed that you mentioned R-21 but I'm guessing that you have a very similar set-up.
