So my controller is buried behind all sorts of Wires, in-the port lazerette aft of the house batteries and the acrs, I removed a bunch of wires and pulled one battery to give me the space
I needed. Also had to crimp one line to extend, as it was cut exactly to the tight length.
So reconnected and I could see flashing red Led on Controller as soon as I connected Battery 1 leads. Pulled the
Leads and measure 19.6 volts. Yet at the panel In the cave all three banks read appropriate 14.3 v. So where are the leads from battery 1 picking up this voltage that is creating the over voltage error at the solar
Controller .

It sounds like you are reading the panel voltage. Throw a dark towel over the panel and see if the voltage drops. If it does you somehow have the panel delivering unregulated voltage to a battery. Without digging into the wiring myself I can't tell you how to fix it but covering the panel will give you a clue as to what you are looking at.
