MSO (manufacturer's statement of origin) for dinghy

I'm transferring ownership of my dinghy (that came with my Cutwater) to a new owner. I'm being asked to provide the MSO (manufacturer's statement of origin) and a Builders Certificate. I did not receive these documents for the dinghy when I bought the boat, all I can find is the hull ID. Are these documents something the factory can provide to me?
 
They should be in all the documents you received with the boat.
 
I agree they should be, but they are not.
 
I seem to remember that the certificate of origin is required when you first register the boat or dingy. You should then get a title and that would be used subsequently. Usually, if using a motor on your dingy most states require that it be registered. Hence, if the above is the situation, they should not be needed. However, every state has different requirements and maybe yours is one of them.
With that said, you should be able to get them from Fluid Motion if you need replacements.

Same here, dealer did not include but found it later when asked.

As I recall, WA State also had a way to assert ownership that involved some kind of provisional period (maybe a year?) until title cleared. As a last resort, ask the tag agency about that.

(Note to other states: tag agency is a thing peculiar to WA and a few other states; a private business that processes all kinds of tax -- as opposed to drivers' -- licenses.)
 
Seems like in WA you may not need to register the dinghy if you use it strictly as tender to go to shore and back. If you're using it for fishing you may need to register it. Something to check on. In all my years with a 10' inflatable and 10 hp motor I've never been asked or stopped for documentation either. But then again I hardly ever see state G & F boats out and about except in busy fishing areas.
 
That is correct IIUC -- no registration needed in WA if strictly for boat-to-shore, and <16 feet, <10hp, and not used in any Federally controlled waters. https://www.dol.wa.gov/vehicleregistrat ... rboat.html

However, it's only $29.75 to register and I figure that's less than worrying about what is Federal water, or forgetting and doing some sightseeing.
