I don’t know about the builders certificate but our 2017 Cutwater C28 LE weighs in at 10,765# including gear, trailer, full tank of fuel and water per WSDOT weigh station.

Tonnage is a measure of volume not weight. I know https://www.tc.gc.ca/eng/marinesafety/o ... e-1515.htm is a Canadian site but I believe the calculation methods are international. I suspect you can use assigned tonnage. 8.5m is 27.89 ft. I would think your loa is more than that so you would go with 9.99.

For power boats: Gross Tonnage = (.67 x L x B x D) divided by 100.
L = overall length
B = overall breadth
D = overall depth (from coaming)
