R21 ec. Does mast have to come completely off, or can it stay on lowered position, for winter shrink wrap?

The shrink wrap will conform to almost any shape.. I would just make sure there are no sharp corners that might pierce the plastic, You can tie rags around or put padding over any questionable spots.
 
Yep, it really conforms and needs protection on sharp corners and edges. I've used carpet pieces and the split foam insulation tubes for dealing with condensation on your basement pipes.
 
But to answer your question, yes the mast has to come down, you can't have anything poking thru the wrap or the boat will become an ice cube tray. If the mast is short enough it can stay on the boat. If you have the time/resources, the best way to do it is build a simple 2x4 frame over the tallest part of the boat post demasting. Then shrink over that instead of the uneven superstructure of the boat.
 
Note to myself, don’t ever again live where I need this advice. Lol
