Opening of the Canadian Border

Based on what I've heard from my Canadian citizen friends who have been crossing the border, no.

Rationales given to my friend by one CBSA agent was that:
1) Returning to the US would necessitate contact (e.g., with border agents or others) that would not qualify as quarantine
2) US land border regulations could change at any time by unilateral proclamation by the US government. All international air travel already requires proof of a negative COVID test, even for US citizens. Canada is concerned that the same requirement could be instituted by land with no notice

He was turned away at the border despite being a fully vaccinated US-Canada dual citizen; came back an hour later with a "quarantine plan" and was allowed through.

The other option bluestreak is to get vaccinated and enjoy Canada like the rest of us will in the next few weeks. Here is a quote from the Chief Nursing Officer in Jacksonville FL who is treating all of these Covid patients:

"We're getting ready to intubate the patient, which means putting them on a ventilator, and they said, 'If I get the vaccine now, could I not go on the ventilator?' So, they're begging for it," Chief Nursing Officer Tammy Daniel told CNN. "They're desperate because they are gasping for air, they can't breathe, they are scared, they feel like they're going to pass away. "

I am not anti-vax but I don't trust this vaccine that was shoved and rammed through a lab just to get it on the market.
Not nearly enough through testing to suit me!
And the side effects that are croppingb up now.
I never took the flu shot and never got the flu.
My first wife always got her flu shot and always got the flu.
No thanks.

If you are unvaccinated and coming to boat in waters around me (San Juan Islands), I’d ask that you make sure you mask up while indoors or near others in social settings. Our vaccination rate here is probably close to 80% and most people are letting their guard down, which could be problematic with the new Delta variant.
 
Keep this thread focused on border policy and facts as they pertain to boating. Any further comments about politics or personal persuasion will be deleted.

I continue reading the Canadian Government's site regarding entry by U.S. citizens into Canada effective August 9th. Their ArriveCAN site is located at this URL: https://www.canada.ca/en/public-health/services/diseases/coronavirus-disease-covid-19/arrivecan.html.

There are now references to arriving by "marine vessel". Interestingly, they mention that using ArriveCAN is not required when arriving by marine vessel but encouraged. Oddly, they mention you can't upload your vaccination information "at this time" when arriving by boat. I assume that things are in flux right now and that they will have directions with more clarity as the August 9th date gets closer.
A few other things to note:
1) Waggoner's has changed their site to now indicate the possibility of arriving by boat or "marine vessel".
2) You can't upload your information to ArriveCAN before three days prior to your arrival. So if you are arriving on August 9th, the soonest you can upload data is August 6th.
3) You will need to have a Covid test done during the 72 hour period prior to your arrival. Note that the Canadians mention "molecular" testing. In the U.S. this is generally known as the PCR test. Rapid antigen testing apparently will not be acceptable.
 
I hate to throw a wrinkle into the discussion but Canadian Border Service agents have just voted to go on strike. Could happen as early as August 6.

COVID-19 Notice: July 26, 2021

All travellers arriving by boat must quarantine, regardless of vaccination status.
Find out if you’re exempt from quarantine.
Travel restrictions remain in place for foreign national boaters. Failure to comply with restrictions may result in severe monetary penalties or criminal conviction and/or imprisonment.
Visit Mandatory quarantine or isolation for more information.

I did see that and also wondered about it. I believe it is in a section that is not referring to opening the border. And I believe the purpose is to make clear that those are the rules still in effect. It is not yet August 9 and it is far from clear what the exact procedures will be once the border opens to vaccinated people arriving by boat. It is also not clear to me whether that will actually happen on August 9. Meanwhile, the old rules still apply.

and all on this site are correct, there is no change in status for pleasure boats. The worrisome aspect is that they have updated air and land already with the August 9 changes, but not boat. So we have to be patient. We have started to think about it like weather that pins you down at your dock or anchorage--there is nothing you can do but wait it out until it is OK to move on.
