propeller driveshaft set screw missing

While changing the packing in the stuffing box (an unpleasant task), I noticed the flange/hub that the propeller driveshaft fits into - only had 2 set screws and which are safety wired together. There is a third threaded hole in the hub without anything in it. Is this normal or should there be a third set screw?
 
I seem to remember there are only two, but I will be going to the boat this week, if no one confirms by the time I get there I will let you know.

That is correct this is normal to have just the 2 screws with the wire attached to it.
