What size fenders will fit under the cockpit drink holders on a R21EC? Ideally I would like to fit 2-3 as large as possible.

Measure the hole. And consider that inflation will affect the diameter. If its long term storage, store them deflated, and carry a pump. When I had an R21EC, we carried them on the rails.
 
Polyform G-3 with fender covers work perfectly on Salty Dog. Available on Amazon, or wherever fine fenders are sold.
 
I use G-3 ( 5 1/2 X 19 in ) and store two on each side under the cup holders, just make sure not to over inflate or they will be a tight fit. Bob
