I'm looking to install AIS on a new R23. I see the hinged panel and the carpeted panel that is screwed on in the head. Are there other access points to the "dash" electronics? For example, I can "pull" the VHF out of it's mounting hole but are there other access panels to make install and wiring easier? The AIS will hopefully go in near the VHF and will tie into the Garmin.

I believe your vhf radial has ais capability you just need to connect it to the Garmin.
Check the vhf manual

Our boat has a "hinged panel and a carpeted panel" that APPEARS to be screwed on in the head. When I pull the panel outward, it reveals the backside of the Garmin and all of the related wiring. There are no screws to remove. The panel just snaps in place.

I learned you can carefully remove the large teak panel that covers the bulkhead (as seen from the head). This access gives you a great place to mount equipment (like an AIS).

My AIS is about 10 feet away from my VHF. What I am trying to say is you only need two things, power and a NMEA 2k connection. You will need to mount the GPS antenna anyways. (For the price of a splitter, you can mount a separate VHF antenna.) So can run both cables GPS and VHF at the same time. They only need to be 4 or 5 feet way from each other.
