R23windlass issues. Have had our 2018 R23 for three months.

Hear clicks from Windlass switch at helm and from switches on deck next to windlass. Occasionally windlass moves slowly up or down, then stops and won’t start again. Have to manually pull up anchor, then manually wind chain on windlass
What could cause this? Could it be a power battery issue, although everything else works fine. Baffled and a wee bit frustrated. Any thoughts would help. Thanks in advance

Are you operating the windlass with the engine running? The windlass sucks up a lot of juice, and I believe it's recommended to always have your engine running when operating the windlass so you're not relying on just battery power. At least that's the case on my R27 Classic with inboard diesel. I believe the outboard models have smaller output alternators, but still probably recommended.
 
The windlass on my 2018 R23 failed due to water intrusion, with the same symptoms you describe here. It is simple to take the side casing apart and do a visual inspection of the gear drive. Mine was rusted badly. I replaced the windlass.
 
could also be a electric connection issue. check your battery cable contacts
